INDIANAPOLIS (AP) — A doctor accused of improperly writing drug prescriptions and having sex with his patients was stripped of his medical license Thursday.

The Indiana Medical Licensing Board voted 6-0 to revoke Dr. Elmer Manalo’s license following a two-day hearing. He would not be able to apply for reinstatement for seven years.

Manalo’s license was suspended last September after Drug Enforcement Agency agents and police officers searched the cardiologist’s offices in Greensburg and Cumberland, a town in eastern Marion County.

Investigators say Manalo wrote prescriptions for pain killers in exchange for money and sex from patients.

Manalo denied those accusations, saying he had taken appropriate precautions to keep strong pain medication out of the hands of patients who might abuse it. Manalo admitted having sexual relationships with two patients, but said he had first told them he would be unable to continue as their physician if they had such a relationship.

The Associated Press left a phone message seeking comment from Manalo’s attorney Thursday.

The board also heard testimony from an agent of the federal Bureau of Alcohol, Tobacco and Firearms concerning Manalo’s alleged involvement in a murder-for-hire plot. Manalo said he had been joking about hiring someone to kill a former patient, Indianapolis TV station WRTV reported.

Federal agents said they had taped recordings of the plot but could not play them at the hearing because the investigation was ongoing.

There was no record of any federal criminal charges against Manalo on the U.S. District Court’s online docket.
